There is no law that prevents people from taking pictures of buildings or things in the Philippines. No law by which security can compel you to delete your pictures or turn over your camera.

P.S.: When you do a car shoot, do it stealth like... you need at least two guys. The photographer gets out, goes into the structure you're using as a backdrop, and inquires about house-buying, bank accounts or whatever. The driver goes around. Later, Photog comes out, driver passes by, positions the car in the pre-agreed position... shoot, shoot, shoot, shoot, shoot, security... "Boss, bagong car namin kasi... ah... bawal... sorry..." Go.


Hehehe. Did something similar before. I went into the parking of Resorts World back in 2008. I used the church as a backdrop as I shot inside the parking area. After a few minutes, a security guard came over. Thinking that he's shoo me away for shooting, my actual offense was, as he pointed out, trespassing. Hehehe.

At the time, most of the buildings were still under construction including the parking lot area. But when I saw an opening in of of the fences, I went for it.

Sounds like something we accidentally did back in High School. Went biking inside Southwoods Golf Course, since my cousin said there was an open house. Biked for fifteen minutes up and down the cart paths, going in and out of various gates, seeing nobody and no one, and we didn't find the clubhouse... we finally got to see it after we were "apprehended" by a group of security guards carrying shotguns, accompanied by a security official in a barong who was furious at us.

We told him, honestly, that we had heard of an open house, had biked through one open gate after another (with no security guard) looking for the clubhouse and had seen no "No Entry" signs or anyone to direct us to the clubhouse.

Took our names, but that was it.

Walang shoot policy sa Rizal Park at Intramuros

MANILA, Philippines - Walang “shoot policy” na ipinatutupad ang dalawang makasaysayang parke sa Lungsod ng Maynila. Ito ang inihayag kahapon ng pamunuan ng National Parks Development Committee (NPDC) at Intramuros Administration (IA). Sa magkasamang statement nina NPDC Executive Director Juliet H. Villegas at IA Admi­nistrator Jun Capistrano, iginiit nila na bukas sa publiko at malayang­ makakapag-pakuha ng kanilang mga litrato o souvenir pictures ang mga ito. Tanging ang mga photo shoots para sa mga commercial advertisements, video, infomercials, events katulad ng prenuptial at iba pang commercial production ang inoobliga ng parke na kumuha ng kaukulang permiso mula sa management ng NPDC at IA upang masiguro ang maayos na takbo ng kanilang photo shoot gayundin ang mapangalagaan ang kapakanan ng mga ito. Ayon kina Villegas at Capistrano, walang sinuman umano ang maaaring makapagbawal sa publiko partikular sa mga Pilipino na makapagpakuha sa mga makasaysayan parke, sa katunayan aniya ay mas lalo pa nilang hinihikayat ang publiko na mamasyal sa Luneta at Intramuros at kumuha ng mas marami pang souvenir shots upang maibahagi at maipagmalaki ito sa kanilang mga pamilya at kababayan sa iba’t ibang dako ng bansa.

No “no shoot policy” at Rizal Park and Intramuros

A November 15, 2011 press release from the Department of Tourism

There is no “no shoot policy” implemented at the two historical parks within the City of Manila. This was announced yesterday by the National Parks Development Committee (NPDC) and Intramuros Administration (IA).

In a joint statement by NPDC Executive Director Juliet H. Villegas and IA Administrator Jun Capistrano, both executives reiterated that the parks are open to the public and that everyone may take personal or souvenir photos. Only shoots for commercial advertisements, videos, infomercials, events such as prenuptial, and other commercial productions need permission from the managements of NPDC and IA to ensure that the well-being of the photographers are taken care of, as well as make certain that everything goes smoothly during the shoot.

According to Villegas and Capistrano, nobody has the power to prevent the public, especially Filipinos, to take photos in the historical parks. The public is encouraged to visit Luneta and Intramuros to take photos to share and show to their family and fellow Filipinos residing in other parts of the world.

“We wish to inform the general public that there is no ‘no shoot policy’ in Rizal Park and Intramuros. In fact, we encourage the public and all the visitors to take as much of photos of themselves, document their visits, to talk about it and share it with their families and friends all over the world,” said Villegas.

The two said parks are attached agencies of the Department of Tourism that continue to exert efforts to complete the rehabilitation of Luneta and Intramuros to help revive the old glory and beauty of these tourist spots.

Recently, an estimate of 300 professional and nonprofessional photographers was granted permission by Rizal Park’s management to take part in the Photo Walk for an international competition. The said event was also participated in by 50 bloggers who took photos of the park for their websites.

National Parks Development Committee and Intramuros Administration joint statement:

“The National Parks Development Committee (NPDC) and the Intramuros Administration (IA), attached agencies of the Department of Tourism (DOT), wish to inform the general public on photography rules in both the Rizal Park and Intramuros. There is no such thing as a ‘no shoot policy’ as the public may take personal photos in all public places of the Rizal Park and Intramuros.

“However, those intending to use both venues for commercial advertisements, video infomercials, events (such as prenuptial, et cetera), and other similar events are encouraged to secure a permit, and coordinate with the respective agencies, to facilitate the documentation of activities.

“The DOT’s policy is to encourage all visitors to the Rizal Park and Intramuros to take as many photos of themselves, to document their visits, to talk about it, and to share these with families and friends all over the world.

“Both the Rizal Park and Intramuros have undergone major upgrades and rehabilitation since last year, and will continue to do so in the coming years. At present, the NPDC and the IA are working hard to bring back the glory of Old Manila, so that visitors and tourists will have a memorable and enjoyable experience of the parks and historical landmarks.”

I am just curious... why the specific mention of Rizal Park and Intramuros? Does this mean other City of Manila public parks have a different policy?

Who knows? Private establishments of course may have their own internal rules (emphasis: internal... they can't stop you if you're standing outside the gate!) but all public places should be... public...

How about places which is kinda blurry about which is "outside" the establishment, places like Boni High Street or MetroWalk? From what I know, if you try to take pictures in HighStreet the guards will try to stop you.

Hard to say. As long as you're on their property, they can stop you. But if you're on public roads and taking that picture, fat chance.

And why stop people from taking pictures of High Street?

If they take pics of the beautiful lawn art and stores and post them online, will this somehow convince other people NOT to go to High Street?
